SAFEHOUSE INFO
THIS IS A POST ABOUT THE SAFEHOUSE, WOO.
SO essentially the safehouse was completed on October 12th, 2009 in order to keep people whose powers are out of whack away from everyone else. It is stationed here on the map, a good half-mile/mile out from the rest of the city.
The Safehouse!
Depending on your powers, you will be quarantined differently. People with less powerful crap will probably just be stuck in the actual house itself. kan_chyan, who has special powers that can effectively lock people/powers away for a duration of time.
Physically, the safehouse is solidly constructed and, I quote, "reinforced all to hell AND explosion tested"; destroying it will need all sorts of permission. Magically it has also been reinforced with standard barriers to stop supernatural activity from escaping.

I'll explain how it worked with Haruka and Bonten, both characters considered extremely powerful in canon, yet both are also youkai.
Kantarou is a powerful spiritualist, that can use ofudo and other techniques. He is also capable of using sutra and binding people and their powers. In canon for normal humans he can place a simple ofuda on the forehead of a person to restrict movement. When dealing with others with abilities he uses different chants to restrict them, shown has them being tied with white cloth. There are many different methods depending on the situation he can use, and the power of the person he is up again. He has even managed to seal a dragon under a mountain with the help of Haruka.
Now, for Bonten he created a kekai around them and set up seals to restrict Bonten's ability. It required constant upkeep and Haruka helped him just in case. This successfully removed Bontens abilities from the city as a whole, though still effected them to a point inside the kekkai.
Haruka on the other hand was bound physically with restrictions as well as surounded in a kekkai, though at one point there was a break and Haruka managed to cause one bolt of lighting to fall in the forest.
Canonly he can seal powers and/or physical movement depending on what is called for. Now, he's also human and can misjudge a situation, especially since he can only take the word of the person with the powers. So, I'm completely okay with anything done being too little and having accidents happen. :3
