The Soviet Union, at least in the anime, is a big house, which... kinda makes sense, given everyone pretty much grouped the Baltics/Belarus/Ukraine under the general title "Soviet Union." At least that's the impression that I get since places like Kiev was always seen as a part of the Soviet Union, not Ukraine.

I guess it depends on the situation and how you want to look at the "house" situation, really.
