Vigilanteism!
So, I had this idea, since the turtles do patrols around the city, even though they aren't really associated with the police, and I know they're probably not the only ones that patrol as vigilantes. So, I thought, why not have a list of them, and what areas they patrol. For like quick reference.
Just fill this out:
Character Name: Alex Shepherd

Area Patroled: Usually the around residence area (for now, may change)
Fighting Skills: Very, very efficient with almost any kind of weapon you give him. Fighting style? Think soldier. Also, he's taken down monsters of all kinds- one even the size of a greenhouse (no I'm not kidding), so he's a little stronger than the average human.
With group, or alone: Alone, but can work with others
In contact with the police in anyway: So far, only Tir, if but during the ReDead/Nurse event only.
Extra note: His schedule's sporadic, since he hardly ever goes out to patrol. He's not exactly inclined to patrol either, but does so when he thinks there's a threat to the populace.
Character Name: Balthier

Area Patroled: Around Latimer and towards the woods.
Fighting Skills: Elemental, Space, and cure magicks, several Quickenings, an Esper, and a damn good shot with a gun or crossbow.
With group, or alone: Alone
In contact with the police in anyway: The day Balthier admits he's doing something selfless, especially to any form of law enforcement, is the day hell freezes over.
Character Name: Fuuma
Character Journal:justahunter
Area Patroled: Residential district, shopping district, sometimes the commercial district.
Fighting Skills: Fast, agile, strong -- nothing particularly superhuman, but overall not someone most people want to mess with. Tends to fight smart.
With group, or alone: Alone, willing to work in groups
In contact with the police in anyway: Nope, though he makes no effort to avoid them.
Extra note: Fuuma doesn't exactly patrol, per se, but he is out and about a lot and will take out a few monsters if they're in the way or report anything odd when he sees it.
Character Name: Honey Kisaragi

Area Patroled: Residential areas at night, around the school during the day in various transformations.
Fighting Skills: Pretty much adopts any form of combat to whatever transformation she's in.
With group, or alone: Alone
In contact with the police in anyway: No.
Character Name: Kanda Yuu

Area Patroled: Around and outside Jandreau Playhouse with nearby streets.
Fighting Skills: Sword, can cast a variety of supernatural attacks using the exorcist innocence he wields. Exceptional hand-to-hand combat skills, speed, strong and stealthy. Mentally strong and likes to fight. Can heal very quickly and has a curse connected to a tattoo on his body. He heals because a lotus is taking the damage for him. Kanda's pretty much invincible as long as the flower lives on. He's durable, and doesn't go down that easily. Stubborn as hell and doesn't take defeat well, so he won't be defeated, final. >:

Fighting Skills: Ninjitsu, sword fighting, hand to hand combat, able to use his environment to his advantage, and can also use anything he can get his hands on as a weapon. Ability to focus energy in order to greatly enhance natural talents (ex. speed, strength, stealth) and even create metaphysical waves of energy through his katana's. Can also turn into a really kick ass dragon with bladed wings.

Fighting Skills: Extreme high level magic, berserk level fighting stamina, and insane speed. He uses a sword and magic and is canonly capable of taking down large armies of demons.

Extra note: Lute doesn't so much as actively patrol, as he actively tries to protect the city and any innocent people.

Fighting Skills: Ninjitsu, weapon fighting, hand to hand combat, and street fighting. Able to use his environment to his advantage, and can also use anything he can get his hands on as a weapon.
